You could also release a disk almost entirely filled with free Cactus games which are already available, but also put in a new, commercial game which you wouldn't release for free but would have people pay for. That way, when people buy the CD, they're getting Cactusy goodness they've already experienced, but they also get a new game which they would have to pay for anyway. Of course, the game would have to be quite a big project for that to work.
Mondo Nation should definitely be a pay-only download and/or cd purchase. I definitely think this is a good idea.
it'd be cool if you crammed in as much random stuff as possible. like how edmund had random videos and pics of him and his girlfriend hidden in obscure folders on this is a cry for help (to fill up cd space? ). i thought that was kinda cool

For the music problem the best option i can think of is to release the games musicless but have a link to your website where you can download all of the music to a file that the games then read from. Of course you would have to edit all of the games to read off of the file but at least its less work than contacting all of the artists and figuring out a way to pay them.
